I would hope that a new era of Improvement for treatment of Soviet Jews might develop. Mr. Gorbachev clearly has the opportunity to take this step toward improving United StatesSoviet relations. One case of great interest to me is that of Alex Joffe. He. his wife. and two children. have been refused exit visas for the past 8 years. Mr. Joffe was appointed associate professor of applied mathematics at the Moscow Institute of Automobile and Road Building. He held this post from 1972 until 1976. when he applied to emigrate. On application. he was immediately demoted and deprived of his teaching post. He now works as a researcher at the same institute.
