This vigil. two dear colleagues to Soviet officials by my office and countless pleas for his release have yet to secure his freedom. Overall. the situation from our last vigil has worsened. Within the last year. the number of Soviet Jewish citizens who have been allowed to emigrate has reached an historically low level. Less than 900 Jews were allowed to emigrate in 1984. While I am admittedly frustrated. signs such as the overwhelming support of this vigil show that this is a cause that will not die. In fact. there are signs which are cause for hope: United StatesSoviet relations have become increasingly hopeful. arms negotiations are underway. and the President has expressed interest in meeting with a Soviet leader for the first time.
