It Is an unfortunate reality that the vigil is a symbol not only of our commitment. but also of the severity and intractability of Soviet policy toward its citizens of Jewish nationality. Just as we proclaimed our solidarity with the millions of Soviet Jews on the steps of the Capitol earlier today. we now do proclaim our solidarity here on the floor of the House. Our commitment. our proclamation to these Jewsand to all people everywhereis that human rights. including the right to emigrate and the right to practice ones religion. are inviolable. The struggle of Soviet Jews for their human rights is our struggle. for our humanity is bound and tied when we ignore the chains of others. Mr.
