Even though we recognize. as Henry Kissinger recently said. that anybody who gets the leadership of the Soviet state is certainly no choir boy. nevertheless we hope that Mr. Gorbachev will feel sufficiently secure in his position to liberalize Soviet treatment of those who in his society have been so oppressed and discriminated against and held against their will. Last years record of Soviet oppression is a terrible one to contemplate. Emigration was minuscule. with only 896 Soviet Jews allowed to leave. As my colleague. the gentleman from New Jersey. said a moment ago. 51.000 were allowed to leave in 1979. and it was under 1.000 last year. There is increased persecution.
