To encourage free and democratic governments across the globe is what we should be about. There are two other regions around the world where American foreign assistance. or more precisely. the lack of American foreign assistance is defeating our foreign policy goals. Over the last 5 years of Soviet occupation of Afghanistan. 5 million refugees have fled to Pakistan and Iran. This represents nearly onethird of the entire Afghan population. These 5 million Afghans also represents the largest refugee population in the world. However. twothirds of the Afghans have chosen to stay and fight the Soviet occupation. Fully 85 percent of the country Is still controlled by the ragtag.
