Mr. WHITTEN for the swift action he has taken to bring this bill through the process. These funds for food aid. commodities. and for disaster and refugee assistance are absolutely essential if we are to get the necessary assistance to those suffering before the rainy season threatens spoilage and makes the delivery of these goods more difficult than it is now. Included in this legislation is $2.5 million for the Agency for International Development to use for monitoring to assure the proper use of these funds. Time is quickly running out for an increasing number of people directly affected by the drought and in immediate lifethreatening situations.
