ROUKEMA and I have worked closely with the other principal sponsors of Africa famine legislation. Mr. WEISS. Mr. WOLPE. and Mr. CONTE. on a measure to meet pressing needs. We agreed that legislation was needed to provide at least 1.1 million metric tons of food and transport for that food. and $175 million for disaster and refugee assistance for the remainder of fiscal year 1985. The appropriations committee added $225 million to establish a reserve fund to meet unanticipated food aid needs for the remainder of this fiscal year and for the next fiscal year. That is the legislation before you now.
