Since publication of "A Nation at Risk." our countrys educatonal systems have been working more closely than ever to improve academic standards. Implementation of these reforms will be a futile gesture if the Congress approves the budget cuts for education proposed by President Reagan. If we cut back Governments role in assisting students to afford the costs of higher learningif we reduce program funding for languageminority studentsif we shrink State grants for migrant educationdo we not impede Americas ability to meet our leadership challenges? We have sacrificed enough by freezing most programs for elementary. secondary. and vocational education. To carry forward the administrations proposals will reverse the progress of education and subsequently the progress of this Nation.
