I realize that Africa cannot be restored to health in a single congressional term. It will take several years to accomplish that. What is necessary now. however. is to commit ourselves to the task of helping Africans stabilize their food supplies so that refugees can return to their villages. and farmers return to the task of growing food. We have got a big job to do in a short period of time and I am certain that the rest of the nations of the world are determined to do their share in this humanitarian campaign to end hunger. Failure condemns millions to a horrible death.
