In a very real sense. we are responsible for those lives for we hold the means to provide lifethis legislation gives us an opportunity to vote prolife in an International context. Moreover. this legislation gou beyond mere food assistance to alleviate a shortterm crisis. Disaster assistance funds can be used to purchase seeds. agricultural implements. and fertilizer which are crucial. not only to alleviation of present shortages. but to longterm development progress in Africa. Funds for resettlement of refugees fleeing famine are also important for moving Africa from dependency on this kind of aid to selfsufficiency in food production. Our overriding goal is to prevent future crisis of this nature. This disaster assistance will be funneled. in large part. through private voluntary organizations and international institutions.
