In the early 1950s. this country built nuclear powered submarines quickly and well because the President and the Congress saw fit to put the project into the hands of a lowranking maverickCapt. Hyman Rickover. The Pentagon has never forgiven him for succeeding. In the mid1950s. we raced the Soviets to put a satellite in space. The very sophisticated official project Vanguard failed miserably. Only then did we turn to a neglected immigrant engineer who had had the good fortune to work without a bureaucracy: Werner Von Braun. The ballistic missile was developed by an ad hoc team headed by Bernard Shriever. Similarly. the Polaris system was developed by "Red" Raborn.
