In an excellent speech delivered at Vassar College on the centennial commemoration of Eleanor Roosevelts birth. former ambassador Richard N. Gardner eloquently explored that beginning. and the vital role played by Mrs. Roosevelt. She began by confronting the Soviet representative on the question of the forced repatriation of wartime refugees. After winning that battle. she was elected to be the first Chairman of the Permanent U.N. Commission on Human Rights.
