I rise today to cosponsor S. 423. the Emergency African Famine Relief Act. introduced by my good friend and colleague. the chairman of the Appropriations Subcommittee on Foreign Operations. S. 423 is a practical response to one of the biggest tragedies we currently face. the sweeping famine in subSahara Africa. The Emergency African Famine Relief Act will make available supplemental appropriations this fiscal year to deal with this disaster. The President will be able to request aid. with congressional oversight. to sufficiently meet the needs of the subSahara area by providing food. refugee. and disaster assistance. I have been overwhelmed by the humanitarian response of not only our Government. but of the people of the United States. Their generosity has been unmatched.
