Also. since the compulsory indoctrination program for young recruits often includes extensive antiSemitic and antiIsrael propaganda. the Soviet Army is a breeding ground for future antiSemitism. These trends. not surprisingly. have accelerated the desire of many Jews to leave the Soviet Union. Over 350.000 Jews have shown an interest in emigrating. but many are unable to begin the process due to innumerable and clever bureaucratic obstacles. Harassment. discouragement. and illness caused by the stresses of refusenik life prevent thousands from ever beginning the process of emigration. which takes years. if permission to leave is granted at all. Mr. Speaker. I call on the Soviet Government to end antiSemitic practices and to ease restrictions on emigration. The Soviet Union must understand that this situation is intolerable to freedomloving people everywhere.*
