Interior Ministry officials responded by expelling ten foreign priestsincluding some who had not taken part in the marchand canceling their residence permits. The Government also refused to grant residence permits to some foreign priests and nuns working in Nicaragua. On several occasions. the Government refused to honor visas issued to priests and denied them entrance into the country. The Government has also on at least two occasions attempted to place priests in sexually embarassing situations which could be manipulated to discredit the church hierarchy. In 1982 such an attempt was made against Church spokesman Monsignor Bismarck Carballo. and in 1984 against a visiting Venezuelan bishop and two other priests.
