The increase has been provided to cover higher transportation costs as determined by the Agency for International Development. This supplemental is important because it will meet the American objective of providing 50 percent of the nearly 3.9 million metric ton food aid needs of the famine natlons. The legislation is complete in that it also provides $175 million for nonfood relief assistance such as emergency shelter. medical care. and refugee programs. Clearly. the passage of authorizations and appropriations for this supplemental aid is a nearterm priority for Congress and the starving people of Africa. I urge my colleagues to support it.
