Under the provisions of my bill. an alien enlisted pursuant to the measure who: First. subsequently # nters the United States (or any territory or possession of the United States) pursuant to military orders. Second. is otherwise qualified for citizenship. Third. has completed 5 or more years of active duty in the Regular Army. and Fourth. has been honorably discharged therefrom. shall be deemed to have been lawfully admitted to the United States for permanent residence within the meaning of section 316(a) of the Immigration and Nationality Act (8 U.S.C. 1427(a)). Mr. President. this legislation will not swing wide the doors of the Army to aliens desirous of coming to the United States.
