I am today introducing legislation which would authorize $3 million for the establishment of Radio Maccabee. a radio program under the auspices of Radio Liberty which would broadcast in the Russian language to the Jewish population of the Soviet Union. As my colleagues know. the situation in the Soviet Union is growing worse for its almost 3 million Jews. Emigration. which totaled over 50.000 in 1979. has fallen to less than 1.000 last year. Each passing day brings with it news reports indicating an increase in state sanctioned antiSemitism and the arbitrary detention of those who seek to practice their religion. While Radio Liberty broadcasts in many languages to the various nationalities which compose the Soviet Union. it does not have a separate service for the Jewish population.
