I very much hope that the Soviet leaderships will reflect on the consequences of this new and dangerous policy. If the Soviets cannot successfully prosecute a war of occupation inside Afghanistan. they are foolish to imagine that they can end the resistance by reaching into the sovereign territory of a neighboring country. If the Soviets are dissatisfied with the reality of Afghan refugees and the presence of the freedom fighters. then the answer is simple. The Soviet Union should engage in a negotiated withdrawal from Afghanistan. If the objective of the Soviet occupation is to produce stability on the Soviets southern border. then it must now be apparent that the way to achieve that goal is to leave Afghanistan to the Afghans. and to seek peace with them over the conference table. not at the end of a gun barrel.
