Session #98 · 1983–85

Speech #980274302

Mr. President. this amendment will delete a provision of the Immigration and Nationality Act which permits the Governors of the Canal Zone and of our "outlying possessions" to issue immigrant and nonimmigrant visas under our immigration laws. This is unwise and unusual. In all other cases. visas are issued by "consular officers" of our State Department. Determining the qualifications of an applicant and the issuance of the visa is an extremely technical process requiring expertise in our immigration laws. a function which should not be delegated to officials without the necessary training or expertise. This amendment is strongly supported by the administration and is noncontroversial.
