Walkers study has particular relevance for current Federal assist. ance program designed to break the cycle of poverty felt by far too many of our citizens. Just as the poor American communities of the 1960s were composed of both black and white persons. urban and rural dwellers. todays poor are also of diverse backgrounds. We have seen a substantial Immigration of a variety of ethnic groups into this country over the past 20 years. In addition. we have recently witnessed how severe recessions have impoverished the average working man or woman. These societal changes present us with new challenges to modify our assstance programs to meet the needs of the urban and rural poor.
