I do not see how we can continue to do business as usual. There must be an incentive for Turkey to use its considerable influence with the Turkish Cypriots to reverse the declaration of independence and return to serious talks to resolve communal differences in an equitable federal system. This amendment would condition the grant military assistance portion. only. of fiscal year 1985 foreign assistance to Turkey on a return of the formerly Greek Cypriot area of Famagusta/Varosha to the Government of the Republic of Cyprus under the auspices of the United Nations for the resettlement of refugees. Of enormous importance. this area is now in the midst of a Turkish military sector and is all but deserted. It is but one of the many issues between the Greek and Turkish Cypriot communities.
