Jority of the governed. are characterized by high rates of infant mortality. unemployment. and malnutrition and by a severe shortage of medical services. and Whereas the policy of the Government of the Republic of South Africa denies blacks their rightful claim to full South African citizenship. Whereas the recent violence in South Africa must be seen as an inevitable result of the denial of the full rights of citizenship: Now. therefore. be it Resolved by the Senate (the House af Representative8 concurring). That it is the sense of the Congress that(l) the policy of separate development and the forced relocation of people of the Government of the Republic of South Africa is inconsistent with fundamental American values and internationally recognized princi. ples of human rights. (2) the Government of the United States should continue to regard as citizens of South Africa all persons born within the internationally recognized boundaries of the Republic of South Africa. and not differentiate among these citizens on the basis of the South African Governments claim to have granted independence to various "homelands". (3) at such times that any "homeland" of. ficial applies for a visa for travel to the United States. no such visa should be granted to such official unless such official holds a passport which is recognized as valid by the Government of the United States. and (4) the Government of the United States should urge that the forced relocation of South African citizens be discontinued and that policies be adopted for all South Africas citizens which protect the sanctity of the family. individual liberty. maximum freedom of choice. ownership of private property. and equal treatment of all citizens regardless of race. Sac. 2. The Clerk of the House shall transmit a copy of this concurrent resolution to the President with the request that he fur. ther transmit such copy to the Ambassador of the Republic of South Africa to the United States and to the Prime Minister of the Republic of South Africa.
