Mr. Speaker. today I rise to express my concern for the countless number of Jews who remain in the Soviet Union against their will and who pray for the day when they are granted permission to emigrate to the State of Israel. On the eve of Rosh Hashanah. the Jewish New Year. it is my hope that the current talks between our two nations will improve our stagnant relationship. A new dialog with the Soviets can enhance the position of Soviet refuseniks who are treated like criminals when their only crime is yearning to practice Judaism.
