Speaker. as we gather here today to express our deep concern over the situation in the Soviet Union regarding the treatment of Soviet Jews. we must emphasize the disturbing fact that this situation has grown worse in recent years. In 1983. Soviet Jewish emigration reached its lowest level in modern history. From January to August of this year the emigration figure stood at a dismal 652. This grim development serves to tragically underline the fact that some 2 million Soviet Jews remain trapped in the Soviet Union. Although the plight of Soviet Jewry has never been good. recent developments indicate that the situation is rapidly deteriorating and the Soviet Government is routinely and callously violating basic human rights.
