Speaker. I rise to join with my colleagues in calling the worlds attention to the plight of Jews living in the Soviet Union. and to denounce the Communists for their outrageous human rights violations. In recent months. harassment of Jews who desire only to practice their religion has escalated. and the persecution of Jews who wish to emigrate to Israel has intensified. Arrests and officially sanctioned antisemitism have increased and emigration has fallen off significantly. Because the President is meeting with Soviet Foreign Minister Andrei Gromyko this month. I was glad to join with my colleagues in the House of Representatives in contacting President Reagan to urge that human rights violations against Soviet Jews be protested. and that a reversal in the drop in emigration be a top priority in his discussions in order that a strong message may be sent to the Soviets that such conduct cannot continue if relations between our two countries are to improve.
