I rise in support of the amendment which seeks to remove the cloud created by the U.S. Supreme Courts decision in the Chadha case in so far as that decision relates to the District of Columbia. That case. more formally styled as Immigration and Naturalization Service against Chadha. and related cases. is causing a dramatic change in the way the executive and legislative branches of the Federal Government relate to each other. Chadha held that congressional veto provisions embodied in several Federal statutes were unconstitutional. More specifically. the Court held that legislative action which has the effect of altering the legal rights. duties. and relations of persons outside the legislative branch must be embodied in actions of both Houses of Congress then presented to the President for approval or disapproval.
