Mart Niklus has spent virtually all of his adult life in prison. A courageous spokesman for his Estonian heritage. he has been condemned repeatedly for antiSoviet activities. Even while imprisoned. he has remained outspoken in his protests against Soviet violations of human and national rights. More than 2 years ago. Congress approved House Concurrent Resolution 218. calling on the Soviet Government to release Mart Niklus from prison and permit him to emigrate. Today. on his 50th birthday. our thoughts are with him. We must renew our call for his freedom. and reaffirm the principles of liberty. human dignity. and the rule of law which he continues so valiantly to represent.*
