Mr. Speaker. as many of my colleagues are aware. religious discrimination against Jews in the Soviet Union has increased dramatically since 1979. Many of us in Congress have been working diligently to encourage an easing of the extremely tight restrictions on Jews in the Soviet Union. particularly regarding the right to emigrate. Unfortunately. Mr. Speaker. the radical decline in emigration begun during Brezhnevs final years has dropped to its lowest point since the late sixties. This policy shift has had a devastating impact on the lives of thousands of refuseniks who must suffer persecution on a daily basis for their beliefs. Among these refuseniks.
