Cognizant of the dangers inherent in a sour U.S.U.S.S.R. relationship. there are many of us who hope for and are working toward a better dialog with the superpower in the East. But the trampling of human rights in that countryin direct violation of the Helsinki Final Actbadly handicaps those efforts. The plight of Andrei Sakharov comes immediately to mind. though I could just as easily speak on the drastic curtailment of the emigration rights of Soviet Jews. While August 1 marks the ninth anniversary of the Helsinki Final Act. it also marks the second month without verifiable information concerning the condition and whereabouts of Dr. Sakharov.
