It is upon those two titles that I would like to focus my remarks. Title II. programs for vocational education opportunities. provides that 50 percent of the program funds flowing to the States shall be used to assist certain special populations that need greater vocational education and training opportunities. The setaside for disadvantaged individuals. for example. targets assistance to students from economically disadvantaged families. school dropouts and potential dropouts. migrants. and persons of limited Englishspeaking ability. Individuals from each of these groups have disadvantages that often stand in the way of their full and meaningful participation in the American educational system. Very simply. they need special help and special attention if they are to reap the benefits of vocational education and training that will enable them to obtain gainful employment in our economy.
