Resident aliens who survive wartime service in the U.S. Armed Forces are routinely granted citizenship upon honorable discharge without the normal waiting period. Because Scotty Staniszewski gave his life. he died a foreigner in the eyes of our law. In October 1983. I introduced S. 1083 which would have amended the Immigration and Nationality Act to provide that aliens who die while serving in the Armed Forces during periods of hostility be considered to have been citizens of the United States at the time of their death. The bill I am introducing today deals specifically with the Staniszewski case. Mr.
