We are faced with a broadening circle of potential captive nations in our own backyard. The growing Soviet. Cuban. and Nicaraguan influences in this vital area will create waves of dispossessed refugees who flee from these oppressive Communist governments. As we talk of the many captive nations around the world. let us pause and consider the effects of our actions here in the Congress regarding Central America and what the future holds for the poor. struggling democracies there. Let us keep in mind that our actions and votes must never serve to add more countries to the already long list of captive nations.
