But there is no reason in the world to give anybody a preferential vote and then come back to a substitute that we have agreed to. I would like to see us adopt the Ford substitute and everybody live by the agreement. or what I thought was the agreement. It is much better for education. it is much better for impact aid people. bilingual people. adult education. and these immigrant education children. and it would just be my hope that we do not let anything take us off of the track here and that we support the Ford substitute. Mr. Chairman.
