She was a friend who I could always turn to for counseling and support. Raquels steadfast commitment to helping others is probably best exemplified in the founding of the Spanish Catholic Center in Washington. DC. One of her most enduring contributions. the center exists to help Hispanic immigrants make the difficult adjustment to American life. The centers services. which are provided to clients without regard for color. ethnic background. or religous affiliation. include everything from medical help to educational and Jobrelated programs. It is with great pride that I remember Raquels capacity for work. demonstrated in her tremendous contribution to the Congressional Hispanic Caucus. since its inception in 1977.
