This means that 1 in every 10 students comes from a nonEnglishspeaking home with English language skills limited to the extent that they cannot benefit from the education they receive in an all English classroom unless their English language skills are improved. Bilingual programs currently operate in over 80 languages and serve a diverse group of students including Hispanics. Asians. Indian Eskimos. Italian. French. and Portuguese speakers. along with recent immigrants from Poland. Greece. and the Arab countries. However. in spite of the gains which have been made since the original enactment of the Bilingual Education Act in 1968. less than 10 percent of limited English proficient children are getting the bilingual education services they need.
