The amendment would improve governmental efficiency. it would reduce costs and increase revenues to the Government. it would also improve our drug interdiction and law enforcement capabilities. Madam President. as many of our Members know. the Coast Guard. the Customs Service. the Drug Enforcement Administration. and other agencies seize over 9.000 vessels. vehicles. and aircraft each year. Most of these vessels are used in the transportation of illegal aliens and narcotics. All of them are seized because they have been used in the commission of a crime. The Government machinery and the Federal law established to recycle these properties to their rightful owner or to a proper use is so antiquated that many of the vessels and other equipment diminish in value because of poor maintenance and vandalism.
