DC. Mayor Marion Barry. The full text of the USCM resolution follows: Whereas. lesbians and gay men constitute. according to most estimates. 10 percent of the U.S. population. representing a substantial segment of American society in communities across the country. and Whereas. existing civil rights legislation does not. according to court rulings. protect gay men and lesbians from discrimination based on kexual orientation. thus denying them the equal protection of the law guaranteed to other minority groups. and Whereas. research and statistical surveys have demonstrated that gay men and lesbians are subject to discrimination based on sexual orientation in the workplace. in housing. in relations to the criminal and civil Justice systems. and in the conduct of their everyday lives. and Whereas. gay men and lesbians are subject to governmentsanctioned discrimination in such areas as exclusion from military service and denial of immigration. and Whereas. more than fifty state and local Jurisdictions in the United States have already adopted and had successful experience with legal protections against discrimination based on sexual orientation. and Whereas. gay/lesbian civil rights protections are supported by a crosssection of Americansranging from the National Council of Churches to the AFLCIO. and Whereas. the U.S. Conference of Mayors has traditionally taken a strong stand in support of the civil rights of all Americans: Now. therefore. be it Resolved.
