Mr. President. what I am going to propose is a correction of what I assume were good faith mistakes in understanding what the Senate had included in this bill when it acted on it several weeks ago. We passed here a senseofCongress resolution. and I will state it: It is the sense of Congress that in cooperation with the Government of Mexico. the newlyenacted authority under section 416 of the Agricultural Act dealing with U.S. surplus wheat and dairy products shall be used on an expedited basis to make these commodities avpilable to help feed the Guatemalan refugees in Mexico. Mr. President. that is the sum and substance of the senseofCongress amendment that was adopted.
