Rejected was an amendment offered by the gentleman from California that would have set up a system to provide some recourse to those who face employment discrimination as a result of the employer sanctions provision of this bill. This provision is the most onerous provision of a most onerous piece of legislationand it will cause. without doubt. suffering and hardship among millions of Americans. Adopted was an amendment that a foreign guest worker provision that is exploitative. unworkable. and will displace American workers. Mr. Chairman. if H.R. 1510 passes this House. it will indeed be a sad day for Hispanics and other foreignlooking Americans. Of course. we must stem the flow of illegal aliens into this country. But H.R. 1510 is not the answer to this problem. In fact.
