Mr. Chairman. this is perhaps the most important amendment that will be presented today. It is important because it deals with the cause. not the cost. but the reason that immigrants come to the United States from Latin America and from other countries of the world. The SimpsonMazzoli bill has not addressed itself to the cause or to the reason. The reason that they come here to the United States is because they are starving in their own country. The poverty that exists in their own country is such that they run away from their country. seeking a means of raising whatever is necessary to keep life and limb together in their country of origin.
