Mr. Chairman. there is one thing that I think is very important to clarify and that is the impression the gentleman left was that all three of these provisions only applied with respect to exclusions. The border guards are given what I consider to be an arbitrary right of exclusion. but the amendments prohibition of classaction suits does apply to deportation actions. The elimination of the authorization for class actions that the gentleman has provided does apply both to exclusions and to deportation actions. and in the latter instance. particularly. it will do incalculable harm to the refugees whose lives may be at stake in deportation proceedings.
