Chairman. we are dealing here today with an intolerable situation that cries out for immediate action. In my mind there is no doubt as to what we must do. By adopting my amendment. we will allow those of Cubans and Haitians who are here and already contributing to our society to live free and secure in the knowledge that they are welcome and will not be forced to return to their home countries. This amendment will allow them to get on with their lives. And we will put behind us once and for all this unfortunate episode in our immigration history. I urge my colleagues to support this extremely important amendment.
