I regret that the managers of the bill limited the debate on this key issue. We should have been limiting debate the last 7 days. The famous novelist James Michener. as reported in the press. stated earlier this year when people were looking back on 1983 as to what they considered as the most significant events. said probably the most significant event that occurred in 1983 was the tragic death in the deserts of Texas of illegal aliens who were trying to enter this country illegally. They were from Central America. They were leapfrogging over Mexico into the United States. into the land of plenty. To Michener. this represented the potential of a massive migration. possibly of millions of people coming into this country illegally in the future. Today. there are estimates. as we have heard. some 2 million to 12 million illegal aliens are in this country. If we grant them amnesty. in time they will be eligible to become citizens of the United States. Then they will be able to bring in their mothers and their fathers. their children. their brothers. and their sisters.
