We do not do that on any new criminal law we adopt. and this is certainly quasicriminal. Why they have to have a 6month educational period when we do not give them that under any other law I do not know. And then why do we give them a free bite. namely. that they can get caught knowingly hiring one illegal alien with no penalty but a warning? I would feel much more comfortable about this bill if that was tightened up and we did not give a free bite and did not have the delay. Second. I would feel more comfortable if we made the legalization date the same date the bill became effective so that we did not leave a class of 2V2 years worth of illegal immigrants. These illegal aliens left will be bound to the jobs they have with no ability whatever to leave them no matter what the conditions or no matter what the abuses because they cannot get another job. So with those reservations. namely. the legalization date being too far back. as opposed to being too far forward. and the employer sanctions being too lax. I feel I can support the bill. and with reluctance and with sensitivity I oppose the amendment.
