Yes. I do disagree. and I have disagreed for some time with the Attorney General on this point. What happened. in my view. and the gentleman has had a long history of experience with this and I respect that a great deal. it seems to me that in the early seventies when the gentleman first started working on this. that is beefing up our immigration laws and trying to get control of our borders. employer sanctions was the thrust. And somewhere around 1975 legalization became a part of that package. Since that time. it has become an accepted part of the formula. so to speak. and it was there when the Attorney General came in.
