What is going to happen is this. Many of them are going to keep their jobs because it is not illegal for them to be employed if they keep the same jobs they have got now. Those that do keep those jobs over a period of time. either under the 7year provision that allows the waiver. triggers the waiver of deportation or under an update of the registry date. if they have not been here long enough now to be captured by January 1973 we will undoubtedly update it again and we should update it again. eventually they are going to be captured and they are going to become American citizens. but there will be a substantial number who will by attrition go back across the border. not all at one time but gradually over a period of time. once employer sanctions are in place because they will not be able to either get another job or a new job. It is a very fair thing to have happen and it is something that happens even today as many do go back and some of them. as I said earlier. are going to take jobs with employer work programs or with H2 programs under this very bill. and come back into the United States at no loss to their families at all. So I see no problem with my proposition at all.
