And ultimately. we will be faced with a system that encourages violation of the law and increases the number of undocumented persons residing here. Is this not exactly what we are trying to avoid? The American Bar Association has endorsed this amendment. because of their concern for a fair and equitable appeals process. I welcome their support. I am told the ABA shares my belief that any appeal must be outside the line authority of the Immigration and Naturalization Service. and that applicants have the opportunity to expand upon and correct information in their initial application. I welcome the ABAs support. and urge my colleagues to vote for a fair and constructive legalization appeals process by supporting this amendment. Thank you.
