But I do not believe either that we want to create the temptations to a balkanization of American society into little subcultures. each wholly contained and isolated within itself by language. and by custom. and not capable of communicating with one another. Language is the thread. the common thread that ties us all together. When we can communicate one with another by any common language. then all of us are better off because we can understand one another better. We are in truth one nation. So it is a bridge to nationhood. it is a bridge to full participation and to an honored. dignified status for the immigrant. It is an opportunity for all to qualify for the most precious thing. and that is citizenship in these United States. Ultimately Lhat ought to be the goal.
