We are very concerned about what an administration could do with the public ward provisions or the continuous residence provisions. but in the course of trying to achieve some kind of balance we find ourselves required to overlook what we think are flaws in the bill before us in the name of getting some meaningful legalization program. The Lungren amendment intends to do that. but it does not do that. By virtue of its twotiered process. by virtue of the complicated processes it requires people to go through. it will reach the smallest number of undocumented workers. Do not think that by voting for the Lungren amendment you are supporting a meaningful legalization program. because you just are not. In fact. if you really want to do it right. better you should turn down Lungren and vote for the straightforward amendment which achieves in practical terms the exact same results. the McCollum amendment.
